AI-Assisted Police Reports and the Challenge of Generative Suspicion

This article delves into a transformative shift in the criminal justice system brought on by the use of AI-assisted police reports.


Police reports play a central role in the criminal justice system. Many times, police reports exist as the only official memorialization of what happened during an incident, shaping probable cause determinations, pretrial detention decisions, motions to suppress, plea bargains, and trial strategy. For over a century, human police officers wrote the factual narratives that shaped the trajectory of individual cases and organized the entire legal system.

All that is about to change with the creation of AI-assisted police reports. Today, with the click of a button, generative AI Large Language Models (LLMS) using predictive text capabilities can turn the audio feed of a police-worn body camera into a pre-written draft police report. Police officers then fill-in-the blanks of inserts and details like a “Mad Libs” of suspicion and submit the edited version as the official narrative of an incident.

From the police perspective, AI-assisted police reports offer clear cost savings and efficiencies from dreaded paperwork. From the technology perspective, ChatGPT and similar generative AI models have shown that LLMs are good at predictive text prompts in structured settings, exactly the use case of police reports. But hard technological, theoretical, and practice questions have emerged about how generative AI might infect a foundational building block of the criminal legal system.

New Quantum Effect in Textbook Chemistry Law

The observation of quantum modifications to a well-known chemical law could lead to performance improvements for quantum information storage.

The Arrhenius law says that the rate of a chemical reaction should decrease steadily as you increase the energy barrier between initial and final states. Now researchers have found a system that obeys a quantum version of the Arrhenius law, where the rate does not drop smoothly but instead decreases in a staircase pattern [1]. The system is a type of quantum bit (qubit) that is particularly robust against environmental disturbances. The researchers demonstrated that they can take advantage of this quantum effect to improve the qubit’s performance.

Technologies such as quantum computers and quantum cryptography use qubits to store information, and one of the continuing challenges is that uncontrolled environmental effects can change the state of a qubit. The most common solutions require large amounts of hardware, but an alternative method is to use qubits that are more error resistant, such as so-called cat qubits. The information in these qubits is stored in robust combinations of quantum states that resemble the states in Schrödinger’s famous feline thought experiment (see Synopsis: Quantum-ness Put on the Scale).

SAO PAULO — Brazil started blocking Elon Musk’s social media platform X early Saturday, making it largely inaccessible on both the web and through its mobile app after the company refused to comply with a judge’s order.

X missed a deadline imposed by Supreme Court Justice Alexandre de Moraes to name a legal representative in Brazil, triggering the suspension. It marks an escalation in the monthslong feud between Musk and de Moraes over free speech, far-right accounts and misinformation.

To block X, Brazil’s telecommunications regulator, Anatel, told internet service providers to suspend users’ access to the social media platform. As of Saturday at midnight local time, major operators began doing so.

Legal challenges in human brain organoid research and its applications

A study appearing in Journal of Bioethical Inquiry explored the legal and ethical challenges expected to arise in human brain organoid research.

Human brain organoids are three-dimensional neural tissues derived from that can mimic some aspects of the human brain. Their use holds incredible promise for medical advancements, but this also raises complex ethical and legal questions that need careful consideration.

Seeking to examine the various legal challenges that might arise in the context of human brain research and its applications, the team of researchers, which included a legal scholar, identified and outlined potential legal issues.

The Cauchy stress tensor is used for stress analysis of material bodies experiencing small deformations: it is a central concept in the linear theory of elasticity. WHO declares mpox outbreak a global health emergency

The World Health Organization on Wednesday declared the ongoing mpox outbreak in Africa a global health emergency.

WHO convened its emergency committee amid concerns that a deadlier strain of the virus, clade Ib, had reached four previously unaffected countries in Africa. This strain had previously been contained to the Democratic Republic of Congo.

The independent experts met virtually Wednesday to advise WHO Director-General Tedros Adhanom Ghebreyesus on the severity of the outbreak. After that consultation, he announced that he had declared a public health emergency of international concern — the highest level of alarm under international health law.

Dr. Vasan is a primary care physician, epidemiologist and public health expert with nearly 20 years of experience working to improve physical and mental health, social welfare and public policy for marginalized populations here in New York City, nationally and globally. Since 2014 he has served on the faculty at the Columbia University Mailman School of Public Health and Vagelos College of Physicians and Surgeons, and he continues to see patients as a primary care internist in the Division of General Medicine at New York-Presbyterian Hospital/Columbia University Irving Medical Center.

Dr. Vasan most recently served as the President and CEO of Fountain House, a national nonprofit fighting to improve health, increase opportunity, and end social and economic isolation for people most impacted by mental illness. During his tenure, he grew the organization from a New York-based community mental health organization to a national network across eight markets, and grew the budget by nearly $20 million annually. He helped navigate the organization through COVID-19 by driving new telehealth and digital mental health programs while its physical locations closed, as well as developing new community-based outreach and accompaniment programs. Further, Dr. Vasan led the creation of a national policy office in Washington, D.C., working to change national mental health policy on the issues of crisis response services and funding for and quality of community-based mental health services.

From 2016 to 2019, Dr. Vasan served as the founding Executive Director of the Health Access Equity Unit at the NYC Department of Health and Mental Hygiene, which focused on the intersection of clinical and social services for the care of people involved in the justice system and other vulnerable populations — a first-of-its-kind government program in the nation. Under his leadership the team launched the NYC Health Justice Network — an innovative partnership between community-based primary care providers, criminal legal system reentry organizations, the Health Department and the Fund for Public Health — to embed tech-enabled, peer community health workers to promote health and wellness of people reentering the community from incarceration, and their families. The program is currently under evaluation through the CDC Prevention Research Center grant to NYU and CUNY.

Human Brain Organoid Research and Applications: Where and How to Meet Legal Challenges?

One of the most debated ethical concerns regarding brain organoids is the possibility that they will become conscious (de Jongh et al. 2022). Currently, many researchers believe that human brain organoids will not become conscious in the near future (International Society for Stem Cell Research 2021). However, several consciousness theories suggest that even existing human brain organoids could be conscious (Niikawa et al. 2022). Further, the feasibility depends on the definition of “consciousness.” For the sake of argument, we assume that human brain organoids can be conscious in principle and examine the legal implications of three types of “consciousness” in the order in which they could be easiest to realize. The first is a non–valenced experience—a mere sensory experience without positive or negative evaluations. The second is a valenced experience or sentience— an experience with evaluations such as pain and pleasure. The third is a more developed cognitive capacity. We assume that if any consciousness makes an entity a subject of (more complex) welfare, it may need to be legally (further) protected.

As a primitive form of consciousness, a non–valenced experience will, if possible, be realized earlier by human brain organoids than other forms of consciousness. However, the legal implications remain unclear. Suppose welfare consists solely of a good or bad experience. In that case, human brain organoids with a non–valenced experience have nothing to protect because they cannot have good or bad experiences. However, some argue that non–valenced experiences hold moral significance even without contributing to welfare. In addition, welfare may not be limited to experience as it has recently been adopted in animal ethics (Beauchamp and DeGrazia 2020). Adopting this perspective, even if human brain organoids possess only non–valenced experiences—or lack consciousness altogether—their basic sensory or motor capacities (Kataoka and Sawai 2023) or the possession of living or non-living bodies to utilize these capacities (Shepherd 2023), may warrant protection.
