Sure, they can come; but, will they stay? Remember what happened to those English who fleed to Denmark to escape Protestant persecution of their Roman cathlicism? They were discusted with the Denmark paganism, and pulled up stakes and went all the way across the atlantic to settle in the Americas.
Sure, people will be excited to go out to space, but when they don’t find their god, and realize the science they have to do, they’ll come back to the holy land of Israel and Mecca and so forth!
