Fiona (Fanny) Miller is the Managing Partner at quadraScope Ventures, a venture capital fund focused on early-stage healthcare companies developing technologies for biological age reversal, disease treatment, and prevention, with over 40 years of experience in technology entrepreneurship and venture capital. She is a serial entrepreneur with three successful exits, including a 12X return, and has transitioned from building wireless testing companies to investing in longevity biotechnology since mid-2021.
As Managing Partner of quadraScope Ventures since July 2021, Fiona leads investments in early-stage companies developing pharmaceuticals, diagnostics, software, equipment and devices enabling biological age reversal, disease treatment, prevention, and longevity.
Her portfolio includes innovative companies such as Immunis, developing stem cell-derived therapies for age-related conditions, NaNotics, creating nanomachines that capture harmful proteins from the bloodstream, and Turn Biotechnologies, pioneering cellular reprogramming for disease treatment and rejuvenation. Fiona’s entrepreneurial journey includes founding and leading three successful technology companies over three decades. Most recently, she was Founder and CEO of octoScope from 2006 to 2021, building it into the market leader in accurate, repeatable and automated wireless personal testbeds before its acquisition by Spirent Communications.
Under her leadership, octoScope developed the revolutionary octoBox testbed technology, which became the industry standard for Wi-Fi testing, serving major clients including Comcast, Airtel, Orange, Vodafone, and Sprint. Prior to octoScope, Fiona founded Azimuth Systems in October 2001, serving as Chief Technology Officer until October 2006 when the company was sold to Anritsu in 2016. She raised the first round of venture capital from North Bridge and Kodiak, developed the Azimuth test platform architecture, and drove IEEE 802.11 standards work by founding the 802.11T test specification committee. Her technical leadership helped establish Azimuth as the de facto industry standard for wireless test architecture.

Throughout her technical career, Fiona has been a prolific innovator and thought leader in wireless technology. She holds multiple patents including technologies for wireless link monitoring, electromagnetic component testing, and channel emulation systems.
She has published over 20 articles, 19 white papers, and 6 test reports on wireless technologies and standards, contributing significantly to the development of Wi-Fi and LTE testing methodologies. Fiona earned her Bachelor of Arts in Computer Science and Bachelor of Science in Electrical Engineering from Columbia University in 1983, followed by graduate work in Electrical Engineering at the Massachusetts Institute of Technology from 1983 to 1984. Her early career included positions at Teradyne, Chipcom (now 3Com), Concord Communications, and Star-Tek, where she developed expertise in RF systems, network analyzers, and broadband technologies.
She also served as R&D and General Manager of the WireScope Operation at Agilent Technologies from 1998 to 2001, managing the handheld cable testers and network troubleshooting tools business unit.
In her current role, Fiona frequently speaks at longevity and investment conferences worldwide. She has presented at prestigious venues including the Longevity Summit Dublin, Foresight Institute, and Longevity Global Boston events. She served on the Board of Directors at HealthyLongevity.clinic from 2022 to 2023 and is an active member of the Forbes Coaches Council. Born in Odessa, Ukraine, under the Soviet Union’s iron curtain, Fiona witnessed the transformative power of change during the Velvet Revolution at age six. Her family’s experience with financial hardship during the 1997 Czech financial crisis, when her father was demoted for resisting Communist Party membership, shaped her entrepreneurial drive and skepticism of centralized systems. She speaks English, French, and Russian and currently resides in Littleton, Massachusetts. Her legal name is Fanny Mlinarsky, though she also uses the pseudonym Fiona Miller professionally.
