David S. Germroth
David S. Germroth is President of
PACE Global Solutions which is an
international government affairs and business development
firm with offices in Tokyo; Honolulu; Washington, DC; and Berlin.
David has amassed considerable experience in state and federal
legislative/regulatory advocacy, grassroots organization, public policy
research, and public affairs. He served as a liaison representing a
number of national security and trade organizations before Congress, the
White House, Departments of State, Transportation, Homeland Security,
Defense and agencies in the DNI community. He has extensive experience
authoring congressional testimony and legislation and responses to
regulatory proposals.
David has served as a visiting fellow at The Brookings Institution; The
Eisenhower World Affairs Institute, an affiliate of Gettysburg College,
Washington, D.C., and was the Assistant Director, Government Affairs and
Program Outreach for the United States Information Agency’s Fulbright
Teacher Exchange Program, Washington, D.C. A former legislative
assistant to a member of Congress, David also served in the USAF as a
War Readiness Material (WRM) specialist and a German linguist. A
graduate of Temple University, David has specific expertise in the area
of maritime issues, transportation issues, defense, national security
and international trade policy. As such, he has served as an Adjunct
Professor of Political Science and Public Policy at Widener Law School,
Temple University, and LaSalle University.
He also developed the Space-based Synthetic Aperture Radar (SAR) data
market in the United States and Japan resulting in $10.9M/annum in US
revenue and ¥613,157,500/annum in Japanese revenue for three
Commercial SAR providers. He transformed a labor and revenue intensive
satellite and airborne data processing center into an automated
web-based processing system achieving savings for the client and
customer of more than $4M/year.
David earned his B.A. in Political Science at Temple University in 1988
and earned graduate degrees in Public Administration and International
Relations at Temple University 1987–1991.
