In 2007, Estonia was attacked by pro-Russian hackers who <a href=\"https:\/\/ccdcoe.org\/uploads\/2018\/10\/Ottis2008_AnalysisOf2007FromTheInformationWarfarePerspective.pdf\">crippled government servers<\/a>, causing havoc. Cyber attacks in Ukraine <a href=\"https:\/\/www.bbc.co.uk\/news\/av\/technology-35686498\/ukraine-power-hack-attacks-explained\">targeted the country\u2019s electricity grid<\/a>, while Iran\u2019s nuclear power plants were infected by malware that <a href=\"https:\/\/foreignpolicy.com\/2011\/01\/31\/report-stuxnet-could-cause-iranian-chernobyl\/\">could have led to a nuclear meltdown<\/a>.<\/p>\n<p>In the US, <a href=\"https:\/\/www.bbc.co.uk\/news\/world-us-canada-48289550?ocid=socialflow_facebook&amp;ns_mchannel=social&amp;ns_source=facebook&amp;ns_campaign=bbcnews&amp;fbclid=IwAR24dWmGc8vRQ6_ZuAuaeHOSNhQuSnO8K7Jhjt8fNPeKCO1qHduoxBCzDao\">president Trump recently declared a \u201cnational emergency\u201d<\/a> to recognise the threat to US computer networks from \u201cforeign adversaries\u201d.<\/p>\n<p>Politically-motivated cyber <a href=\"https:\/\/phys.org\/tags\/attacks\/\" rel=\"tag\" class=\"textTag\">attacks<\/a> are <a href=\"https:\/\/www.csis.org\/programs\/cybersecurity-and-governance\/technology-policy-program\/other-projects-cybersecurity\">becoming increasingly commonplace<\/a> but unlike traditional warfare between two or more states, cyberwarfare can be launched by <a href=\"https:\/\/www.telegraph.co.uk\/news\/2019\/02\/18\/chinese-iranian-hackers-increase-cyber-attacks-us\/\">groups of individuals<\/a>.
