Many of them fear that after gunpowder and nuclear weapons, we are now on the brink of a \u201cthird revolution in warfare,\u201d heralded by killer robots \u2014 the fully autonomous weapons that could decide who to target and kill without human input. With autonomous technology already in development in several countries, the talks mark a crucial point for governments and activists who believe the U.N. should play a key role in regulating the technology.<\/p>\n<p>The meeting comes at a critical juncture. In July, Kalashnikov, the main defense contractor of the Russian government, <a href=\"http:\/\/tass.com\/defense\/954894\" target=\"_blank\" rel=\"noopener noreferrer\">announced<\/a> it was developing a weapon that uses neural networks to make \u201cshoot-no shoot\u201d decisions. In January 2017, the U.S. Department of Defense <a href=\"https:\/\/www.youtube.com\/watch?v=DjUdVxJH6yI\" target=\"_blank\" rel=\"noopener noreferrer\">released a video<\/a> showing an autonomous drone swarm of 103 individual robots successfully flying over California. Nobody was in control of the drones; their flight paths were choreographed in real-time by an advanced algorithm. The drones \u201care a collective organism, sharing one distributed brain for decision-making and adapting to each other like swarms in nature,\u201d a spokesman said. The <a href=\"http:\/\/www.thedrive.com\/tech\/19889\/astrologists-and-ecologists-are-using-drones-to-prevent-animal-poaching\" target=\"_blank\" rel=\"noopener noreferrer\">drones<\/a> in the video were not weaponized \u2014 but the technology to do so is rapidly evolving.<\/p>\n<p>This April also marks five years since the launch of the International Campaign to Stop Killer Robots, which called for \u201curgent action to preemptively ban the lethal robot weapons that would be able to select and attack targets without any human intervention.\u201d The 2013 <a href=\"http:\/\/www.article36.org\/press-releases\/media-advisory-campaign-to-ban-killer-robots-launch-in-london\/\" target=\"_blank\" rel=\"noopener noreferrer\">launch letter<\/a> \u2014 signed by a <a href=\"http:\/\/time.com\/5126517\/hong-kong-joshua-wong-nobel-peace-prize-nomination\/\">Nobel Peace Laureate<\/a> and the directors of several NGOs \u2014 noted that they could be deployed within the next 20 years and would \u201cgive machines the power to decide who lives or dies on the battlefield.\u201d<\/p>\n<p><!-- Link: <a href=\"http:\/\/time.com\/5230567\/killer-robots\/\">http:\/\/time.com\/5230567\/killer-robots\/<\/a> --><\/p>\n","protected":false},"excerpt":{"rendered":"<p>We are now on the brink of a \u201cthird revolution in warfare,\u201d heralded by killer robots \u2014 the fully autonomous weapons that could decide who to target and kill\u2026 without human input.
