If you thought Baghdad was bad, with its roughly six million people, imagine a \u201cmegacity\u201d of 10 or 20 million, where the slums have more inhabitants than some countries. Imagine a city of the very near future where suspicious locals post every US military movement on Twitter with <a href=\"https:\/\/breakingdefense.com\/2013\/10\/people-cyber-dirt-army-socoms-strategic-landpower\/\">digital photos and GPS-precise coordinates<\/a>. Imagine roadside bombs that <i>fly<\/i> because the bad guys downloaded blueprints for a <a href=\"https:\/\/breakingdefense.com\/2014\/01\/bird-dogs-drones-terminators-swarms-the-race-towards-robotic-warfare\/\">kamikaze mini-drone<\/a> and built it with their <a href=\"https:\/\/breakingdefense.com\/2014\/04\/navy-carrier-is-taking-3d-printer-to-sea-dont-expect-a-revolution\/\">3D printer<\/a>.<\/p>\n<p>As the US pulls out of the mountains and deserts of Afghanistan, <a href=\"https:\/\/breakingdefense.com\/2014\/01\/navy-seeks-rail-guns-lasers-cruise-missiles-to-improve-pacific-firepower\/\">the Navy and Air Force may be looking to the wide-open Pacific<\/a>, but the Army is increasingly concerned about the cramped alleyways of Third World cities. (The <a href=\"https:\/\/breakingdefense.com\/2014\/04\/hard-corps-marines-expeditionary-force-21-to-be-fast-austere-lethal-and-expensive\/\">Marines<\/a>, as usual, have a foot in both worlds). Chief of Staff Ray Odierno\u2019s personal <a href=\"http:\/\/csa-strategic-studies-group.hqda.pentagon.mil\/\">Strategic Studies Group<\/a> \u2014 now led by <a href=\"https:\/\/breakingdefense.com\/2012\/04\/how-to-fight-hybrid-threats-tanks-airstrikes-and-training-sa\/\">hybrid warfare expert David Johnson<\/a> \u2014 is working on the subject, as is the Army\u2019s think tank and teaching institution, Training and Doctrine Command (TRADOC). This August, after months of seminars, simulations, and study, the <a href=\"https:\/\/breakingdefense.com\/2014\/03\/from-congress-to-ivory-tower-new-army-war-college-commandant\/\">Army War College<\/a> will host a \u201cdeep future wargame\u201d set in a megacity, probably a coastal one, circa 2035.<\/p>\n<p>\u201cWe talk about the danger of failed states: Imagine a failed megacity,\u201d offers Col. Kevin Felix of TRADOC\u2019s <a href=\"http:\/\/www.arcic.army.mil\/Home\/index.aspx\" target=\"_blank\">Army Capability Integration Center (ARCIC)<\/a>, which plays a leading role in organizing the wargame. Even a partial breakdown of security and public services could put thousands of people in peril \u2014 or under the rule of drug gangs, as in Brazil\u2019s infamous <i>favelas; <\/i>or of terrorist groups, like Hezbollah in parts of Lebanon.
