Kendall even worries that Deputy Defense Secretary <a href=\"http:\/\/breakingdefense.com\/2016\/07\/depsecdef-work-leads-us-to-farnborough-f-35b-p-8-f-18-to-fly\/\">Bob Work<\/a> is being too optimistic when Work says <a href=\"http:\/\/breakingdefense.com\/2015\/11\/centaur-army-bob-work-robotics-the-third-offset-strategy\/\">humans and machines working together<\/a> will beat robots without oversight.<\/p>\n<p>These are unnerving ideas \u2014 and top Army leaders swiftly responded with concern that robots would shoot civilians if you take the human out of the loop. This is what Vice Chairman of the Joint Chiefs Paul Selva <a href=\"http:\/\/breakingdefense.com\/2016\/01\/the-terminator-conundrum-vcjcs-selva-on-thinking-weapons\/\">calls the Terminator Conundrum<\/a>: \u201cWhen do we want to cross that line as humans? And who wants to cross it first?
