He did not directly specify where that 10% would go.<\/p>\n<p>This isn\u2019t the first time Musk has taken aim at<a href=\"https:\/\/www.businessinsider.com\/millionaires-are-calling-for-a-billionaires-income-tax-capital-gains-2021-11\"> proposals in Washington that would tax billionaires\u2019 net worth gains.<\/a> Under current US tax law, assets like stocks are taxed only when they\u2019re sold \u2014 what\u2019s called a capital gain.
