Everyone is bragging about those plans: American lawmakers say bringing chip manufacturing back onto US soil will <a href=\"https:\/\/www.rpc.senate.gov\/policy-papers\/semiconductors-key-to-economic-and-national-security\">strengthen national security<\/a>, while the chip makers, chastened by this year\u2019s disastrous semiconductor shortage, are <a href=\"https:\/\/www.supplychainbrain.com\/articles\/33458-tsmc-mulls-german-japan-chip-plants-to-diversify-supply-chain\">diversifying their supply chains<\/a> to avoid future crises.<\/p>\n<p>But there\u2019s one problem: Who will pay?<\/p>\n<p>Intel, Samsung, and TSMC have all threatened to pull the plug on their US factory plans unless government subsidies are on the table.
