Although China announced ambitious plans to become the <a href=\"https:\/\/www.theverge.com\/2017\/8\/3\/16007736\/china-us-ai-artificial-intelligence\">world leader in AI by 2030<\/a>, America still <a href=\"https:\/\/theconversation.com\/chinas-military-might-is-much-closer-to-the-us-than-you-probably-think-124487#:~:text=China's%20annual%20military%20budget%20is,be%20about%201.7%20trillion%20yuan.&text=Using%20market%20exchange%20rates%2C%20China's,or%203.2%25%20of%20US%20GDP.\">outspends<\/a> the country in military funding (which increasingly includes AI research), while US tech companies like Google and Microsoft remain world leaders in artificial intelligence.<\/p>\n<p>The Trump administration will likely present today\u2019s news as a counterbalance to its dismal reputation for supporting scientific research. For four years in a row, government budgets have proposed <a href=\"https:\/\/www.sciencemag.org\/news\/2020\/02\/trump-s-new-budget-cuts-all-favored-few-science-programs\">broad cuts for federal research<\/a>, including work in pressing subjects like climate change.
