This is raising the specter of immoral, unaccountable, largely uncontrollable weapon systems \u2013 killer robots. It is also driving fears of widespread proliferation and arms races leading to global and regional instability.<\/p>\n<p>There is increasing recognition that it\u2019s <a href=\"https:\/\/www.stopkillerrobots.org\/2019\/11\/alarmbells\/\" target=\"_blank\" rel=\"noopener noreferrer\">time to ring the alarm<\/a> on these weapons systems. This month in Paris, United Nations Secretary-General Antonio <a href=\"https:\/\/www.un.org\/press\/en\/2019\/sgsm19852.doc.htm\" target=\"_blank\" rel=\"noopener noreferrer\">Guterres called for<\/a> a new international treaty to ban killer robots, stating that \u201cmachines that have the power and discretion to kill without human intervention are politically unacceptable and morally despicable.\u201d<\/p>\n<p>Yet at last week\u2019s meeting of the Convention on Conventional Weapons (CCW) at the UN in Geneva, states made no progress towards launching negotiations on a treaty to ban or restrict such fully autonomous weapons. Instead, they <a href=\"https:\/\/www.unog.ch\/80256EDD006B8954\/(httpAssets)\/815F8EE33B64DADDC12584B7004CF3A4\/$file\/CCW+MSP+2019+CRP.2+Rev+1.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">agreed to spend the next two years<\/a> developing a \u201cnormative and operational framework\u201d to address concerns raised by such weapons systems.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Major military powers are racing to embrace weapons that select and fire on targets without meaningful human control.
