Complex societies are heavily addicted to expensive, vulnerable and potentially hazardous infrastructure. We rely on a healthy environment for production of food and access to clean water. We depend on technological infrastructure for energy supplies and communications. We are deeply addicted to economic growth to support growing populations and consumption. If one of these pillars of modern society crumbles our existence will collapse like a house of cards.

The interdependencies and complexities of the system we call modern society has become so intertangled that finding a robust and simple solution to our problems has become close to impossible. Historically the cold war gave us the logic of a “balance of terror”. This logic, originally concerned with a balance of U.S. vs. Soviet military capacities, has lead to an increasingly expensive way of reducing risk and ever expanding bureaucracies to keep us “virtually safe”.

With the onset of a global economic recession, drastic climate change, deadly natural disasters, raging civil wars and diminishing natural resources we need a new logic. A set of moral laws for reducing risk and mitigating consequences applicable at a low cost from the bottom up of entire societies.

The concept of resilience is based on the idea that disasters are inevitable and a natural part of existence. Our best defense is preparedness and engineering systems that not only can withstand heavy strains but also absorb damage. The Institute for Resilient Infrastructure at the University of Leeds gives this definition of “Resilience”;

Resilience can also be explained in terms of durability. A durable material, component or system is one which can cope with all the known, predictable loads to which it will be subjected throughout its life. As well as physical loads – stresses and strains – we include environmental loads (e.g. temperature, weather), economic loads (e.g. the scarcity of resources or financial turmoil) and social loads (e.g. changes in legislation or of use, terrorist attack, changes in demography or society’s expectations and demands).

In the 1970s about 100 disasters were recorded worldwide every year. According to the International Disaster Database an average of 392 disasters were reported per year in the last decade. In 2011 we saw record greenhouse gas emissions, melting Arctic sea ice, extreme weather and the earthquake in Japan resulting in the world’s second worst nuclear disaster. Current systems for mitigation of risk are obviously not capable of handling the overwhelming challenges confronting us.

The price tag for disasters in 2011 reached a record high of $265 billion. Most of that cost ($210 billion) came from the tsunami in Japan, but flooding in Australia, tornadoes in the United States and earthquakes in New Zealand contributed substantially. The increasingly turbulent weather patterns wreaking havoc across the planet may only be the beginning of a period of drastic climate change.

In addition to climate change industrial society faces depleted natural resources, degradation of infrastructure and systemic limits to growth. The ongoing economic crisis is a symptom of a deeper structural failure. Governments are running out of options when solving a debt crisis with more debt is the last resort. We rely on short term solutions for long term problems.

We are facing a different type of threat originating from within the system itself, an endogenous and internal failure of our civilizational paradigm. Growing populations stress our dependency on non-renewable resources supported by potentially hazardous nuclear power. The case of the Fukushima nuclear accident illustrates that large population located on limited land is extremely vulnerable to unpredictable events like earthquakes or other catastrophic “wild cards”. From the perspective of risk analysis the state of Japan is a model of the entire planet.

To make the situation even more acute the horizon of Homo Sapiens is full of threats like global pandemics and emerging technologies that could permanently wipe us off the face of the earth. Nanotechnology, synthetic biology and geoengineering hold the promise of a quick fix but also have the potential to cause irreversible harm to the biosphere and human life.

Technology is without a doubt a part of a permanent solution for sustainable life on the planet. The bottom up approach to resilience is about awakening a culture that rewards autonomy and self-sufficiency. Resilience is more than durable engineering. Resilience has to become an obligatory way of thinking and eventually a way of life.

10 robust resilient strategies:
1. Sustain a culture that rewards autonomy and self-sufficiency.
2. Share practical solutions and stockpile resilient ideas instead of canned food.
3. Support intra-generational sharing of knowledge on how to live in accord with nature.
4. Develop alternative economic systems; use Bitcoins and barter when possible.
5. Refine high-tech solutions but favor low tech; HAM radios beat cell phones in emergencies.
6. Grow your own food; become an urban gardener or start a farm revival project.
7. Reduce energy consumption with geothermal energy, local water mills, wind mills and solar panels.
8. Use a condom; think eugenically — act passionately.
9. Keep a gun; if you are forced to pull it – know how to use it.
10. Stay alive for the sake of the next generation.

Although this is the scenario we all hope (and work hard) to avoid — the consequences should be of interest to all who are interested in mitigation of the risk of mass extinction:

“WHEN Nobel prize-winning atmospheric chemist Paul Crutzen coined the word Anthropocene around 10 years ago, he gave birth to a powerful idea: that human activity is now affecting the Earth so profoundly that we are entering a new geological epoch.

The Anthropocene has yet to be accepted as a geological time period, but if it is, it may turn out to be the shortest — and the last. It is not hard to imagine the epoch ending just a few hundred years after it started, in an orgy of global warming and overconsumption.

Let’s suppose that happens. Humanity’s ever-expanding footprint on the natural world leads, in two or three hundred years, to ecological collapse and a mass extinction. Without fossil fuels to support agriculture, humanity would be in trouble. “A lot of things have to die, and a lot of those things are going to be people,” says Tony Barnosky, a palaeontologist at the University of California, Berkeley. In this most pessimistic of scenarios, society would collapse, leaving just a few hundred thousand eking out a meagre existence in a new Stone Age.

Whether our species would survive is hard to predict, but what of the fate of the Earth itself? It is often said that when we talk about “saving the planet” we are really talking about saving ourselves: the planet will be just fine without us. But would it? Or would an end-Anthropocene cataclysm damage it so badly that it becomes a sterile wasteland?

The only way to know is to look back into our planet’s past. Neither abrupt global warming nor mass extinction are unique to the present day. The Earth has been here before. So what can we expect this time?”

Peter Garretson from the Lifeboat Advisory Board appears in the latest edition of New Scientist:

“IT LOOKS inconsequential enough, the faint little spot moving leisurely across the sky. The mountain-top telescope that just detected it is taking it very seriously, though. It is an asteroid, one never seen before. Rapid-survey telescopes discover thousands of asteroids every year, but there’s something very particular about this one. The telescope’s software decides to wake several human astronomers with a text message they hoped they would never receive. The asteroid is on a collision course with Earth. It is the size of a skyscraper and it’s big enough to raze a city to the ground. Oh, and it will be here in three days.

Far-fetched it might seem, but this scenario is all too plausible. Certainly it is realistic enough that the US air force recently brought together scientists, military officers and emergency-response officials for the first time to assess the nation’s ability to cope, should it come to pass.

They were asked to imagine how their respective organisations would respond to a mythical asteroid called Innoculatus striking the Earth after just three days’ warning. The asteroid consisted of two parts: a pile of rubble 270 metres across which was destined to splash down in the Atlantic Ocean off the west coast of Africa, and a 50-metre-wide rock heading, in true Hollywood style, directly for Washington DC.

The exercise, which took place in December 2008, exposed the chilling dangers asteroids pose. Not only is there no plan for what to do when an asteroid hits, but our early-warning systems — which could make the difference between life and death — are woefully inadequate. The meeting provided just the wake-up call organiser Peter Garreston had hoped to create. He has long been concerned about the threat of an impact. “As a taxpayer, I would appreciate my air force taking a look at something that would be certainly as bad as nuclear terrorism in a city, and potentially a civilisation-ending event,” he says.”

Nature News reports of a growing concern over different standards for DNA screening and biosecurity:

“A standards war is brewing in the gene-synthesis industry. At stake is the way that the industry screens orders for hazardous toxins and genes, such as pieces of deadly viruses and bacteria. Two competing groups of companies are now proposing different sets of screening standards, and the results could be crucial for global biosecurity.

“If you have a company that persists with a lower standard, you can drag the industry down to a lower level,” says lawyer Stephen Maurer of the University of California, Berkeley, who is studying how the industry is developing responsible practices. “Now we have a standards war that is a race to the bottom.”

For more than a year a European consortium of companies called the International Association of Synthetic Biology (IASB) based in Heidelberg, Germany, has been drawing up a code of conduct that includes gene-screening standards. Then, at a meeting in San Francisco last month, two of the leading companies — DNA2.0 of Menlo Park, California, and Geneart of Regensburg, Germany — announced that they had formulated a code of conduct that differs in one key respect from the IASB recommendations.”

Referring to the seizure of more than 400 fake routers so far, Melissa E. Hathaway, head of cyber security in the Office of the Director of National Intelligence, says: “Counterfeit products have been linked to the crash of mission-critical networks, and may also contain hidden ‘back doors’ enabling network security to be bypassed and sensitive data accessed [by hackers, thieves, and spies].” She declines to elaborate. In a 50-page presentation for industry audiences, the FBI concurs that the routers could allow Chinese operatives to “gain access to otherwise secure systems” (page 38).

Andrew Balmer and Professor Paul Martin, the report’s authors, suggest a threat from “garage biology”, with people experimenting at home. They also emphasise that there is no policy on the impact of synthetic biology on international bioweapons conventions.

IF civilisation is wiped out on Earth, salvation may come from space. Plans are being drawn up for a “Doomsday ark” on the moon containing the essentials of life and civilisation, to be activated in the event of earth being devastated by a giant asteroid or nuclear war.

Construction of a lunar information bank, discussed at a conference in Strasbourg last month, would provide survivors on Earth with a remote-access toolkit to rebuild the human race.

A basic version of the ark would contain hard discs holding information such as DNA sequences and instructions for metal smelting or planting crops. It would be buried in a vault just under the lunar surface and transmitters would send the data to heavily protected receivers on earth. If no receivers survived, the ark would continue transmitting the information until new ones could be built.

The vault could later be extended to include natural material including microbes, animal embryos and plant seeds and even cultural relics such as surplus items from museum stores.

As a first step to discovering whether living organisms could survive, European Space Agency scientists are hoping to experiment with growing tulips on the moon within the next decade.

According to Bernard Foing, chief scientist at the agency’s research department, the first flowers — tulips or arabidopsis, a plant widely used in research — could be grown in 2012 or 2015.

“Eventually, it will be necessary to have a kind of Noah’s ark there, a diversity of species from the biosphere,” said Foing.

Tulips are ideal because they can be frozen, transported long distances and grown with little nourishment. Combined with algae, an enclosed artificial atmosphere and chemically enhanced lunar soil, they could form the basis of an ecosystem.

Supplying a substantial percentage of America’s future electrical power supply from space using SBSP (space-based solar power) systems can only be expressed as a giant leap forward in space operations. Each of the hundreds of solar power satellites needed would require 10,000–20,000 tons of components transported to orbit, assembled in orbit, and then moved to geostationary orbit for operations. The scale of logistics operations required is substantially greater than what we have previously undertaken. Periodically, industrial operations experience revolutions in technology and operations. Deep sea oil exploration is an example. Within a couple decades, entirely new industrial operations can start and grow to significant levels of production. The same will happen with space industrialization when—not if—the right product or service is undertaken. SBSP may be the breakthrough product for leading the industrialization of space. This was our assumption in conducting the study. As the cost of oil approaches $100 a barrel, combined with the possibility of the world reaching peak oil production in the near future, this may turn out to be a valid assumption.

Two of Britain’s leading environmental thinkers say it is time to develop a quick technical fix for climate change. Writing in the journal Nature, Science Museum head Chris Rapley and Gaia theorist James Lovelock suggest looking at boosting ocean take-up of CO2.

Floating pipes reaching down from the top of the ocean into colder water below move up and down with the swell.

As the pipe moves down, cold water flows up and out onto the ocean surface. A simple valve blocks any downward flow when the pipe is moving upwards.

Colder water is more “productive” — it contains more life, and so in principle can absorb more carbon.

Finally some practical solutions are being introduced to mitigate global warming. The BBC article mention the US company, Atmocean, that is already testing such a system.
