The very nature of residential total institutions involves one person or a small group having almost unlimited authority over the residents of the facility, and the rules dictating every aspect of life, no matter how miniscule, within the institution. In particular besides prisons, psychiatric hospitals, nursing homes and group homes are susceptible to this near totalitarian dynamic as people usually live in these facilities against their will and are completely dependent on the staff for their every basic need.
