The safest method is with a human-rated capsule equipped with a powerful solid rocket escape system. The Space Launch System (SLS) is presently the only contender that qualifies as a nuclear material transport.

Actually how to safely transport nuclear material is critical to the future of the human race because it is the precursor to any human deep space travel B.E.L.O. (Beyond Earth and Lunar Orbit).

Chemical Propulsion is essentially useless for interplanetary travel. It serves us well though because it can get us to the Moon. The Moon is where we can light off nuclear systems without contaminating the magnetosphere.
