Of greater concern than the cited effects, the loan process being unwritten by the govt, and being essentially unrestrained, is the major contributor to skyrocketing tuition inflation. Like in health care, govt control makes things worse, not better. The most effective role for govt is to make regulations that provide a level playing field, incentives for efficiency, and penalties for unethical behavior. Without spending taxpayers money. Period.
It also looks like the govt is about to expand its intervention and spend more of our money bailing out English majors, in exchange for votes.
While incenting technical fields is an attractive idea, it would never pass muster in today’s Politically Correct climate, where even the natural actuarial laws are overruled by govt (its illegal to differentiate actuarially by gender. !)

Federal Nursing Education Loan Repayment Program (healthcare)
Public Service Loan Forgiveness Program (NFPs, libraries, etc)
