The greatest nuclear explosion terrorist threat by far stems from former Soviet scientist expertise; a smuggling nuke to a port. Meanwhile Bush has been actively cutting WMD sensor funding allocations.

This is probably a good reason not to accelerate a space arms race with China. After it plateaus (or not and we die) there will be lots of scietists with kinetic impacter engeering knowledge.
