We have been publishing high-quality soft cover books for almost 40 years. We operate out of a studio set in a garden in the small Northern California coastal town of Bolinas. We create each book from scratch, often starting with only an author&amp;#039;s idea, and do all aspects of book production in-house – editing, design, typesetting, scanning, graphics enhancement, and color corrections. We seem to spend an impossible amount of time with each one, managing only one or at most two books a year.This wasn&amp;#039;t a planned strategy, but it seems to have worked: our books have a very long shelf life. &lt;br /&gt;

We publish books we believe in. They grow naturally out of our interests, and we do all we can to get the final product out to people in as fine a form as we can, at as low a price as possible. we have never done a cost analysis of a book to determine whether it&amp;#039;s publishable or not. We just know that when we&amp;#039;re excited about something, we want to tell everyone else about it, and we turn it into a book. Our books are then distributed in bookstores by Publishers Group West (800 788-3123).&lt;br /&gt;

My “UP-TO” proposal is meant to be a general outline or&lt;br /&gt;
approach to achieve world peace, freedom, and prosperity. If “the&lt;br /&gt;
devil is in the details,” I leave such details to those more qualified&lt;br /&gt;
than I. Nevertheless I have to use words even to suggest the&lt;br /&gt;
general proposal such as it is. These words may be easily&lt;br /&gt;
misunderstood. Thus herewith below a preliminary note on&lt;br /&gt;
terminology. (I suggest consulting The Law of Peoples by John&lt;br /&gt;
Rawls if one wishes to attempt to improve on the terminology –&lt;br /&gt;
i.e., the meaning of “peoples” and “well-ordered peoples”.)&lt;br /&gt;
&lt;br /&gt;
The UP proposal is a proposal for a terrestrial Union of&lt;br /&gt;
Peoples Well-ordered. On today’s Earth, the People of China and&lt;br /&gt;
the People of Russia are NOT well-ordered – but the EU Peoples&lt;br /&gt;
and the North America Peoples, among many others, do have the&lt;br /&gt;
actual substance of cultural norms and working mechanisms&lt;br /&gt;
(rather than the mere form of words or documents or elections)&lt;br /&gt;
that considerably support the rights of persons and that&lt;br /&gt;
considerably tend to prevent war among such like-minded wellordered&lt;br /&gt;
peoples. Reminiscent of Kant, this is sometimes referred&lt;br /&gt;
to by today’s political scientists as the world’s “zone of peace.”&lt;br /&gt;
&lt;br /&gt;
The TO proposal is a proposal for an extraterrestrial Treaty&lt;br /&gt;
Organization Acting for a Better Cosmos. Before I explain the TO&lt;br /&gt;
proposal in more detail, let me again point out that although the&lt;br /&gt;
UP and the TO are separate entities with separate terrestrial/extraterrestrial&lt;br /&gt;
functions, they are nevertheless expected, with help&lt;br /&gt;
from the EU and others, to be birthed on the same date and to be&lt;br /&gt;
perpetually on speaking terms with each other. Signatories of&lt;br /&gt;
peoples to the (terrestrial) UP are members of the UP Voting&lt;br /&gt;
Council; signatories of peoples to the (extraterrestrial) TO are&lt;br /&gt;
members of the UP Advisory Council. Likewise, signatories of&lt;br /&gt;
peoples to the (extraterrestrial) TO are members of the TO Voting&lt;br /&gt;
Council; signatories of peoples to the (terrestrial) UP are members&lt;br /&gt;
of the TO Advisory Council. Note that the People of China and&lt;br /&gt;
the People of Russia may indeed be founding (voting)&lt;br /&gt;
members of TO but not of UP; on the one hand, they are&lt;br /&gt;
peoples – on the other hand, they are not yet well-ordered. (At&lt;br /&gt;
some point in time in the 21st century, perhaps China and Russia&lt;br /&gt;
will become well-ordered.)&lt;br /&gt;
Previously above I have explained the “Union of Peoples&lt;br /&gt;
Well-ordered” (UP) idea. Now I present the TO (“Treaty&lt;br /&gt;
Organization Acting for a Better Cosmos”) part of the UP-TO&lt;br /&gt;
proposal. 4 I believe that both the UP and TO ideas are desirable&lt;br /&gt;
and feasible for today’s world, even more so if implemented&lt;br /&gt;
together (UP-TO). These two Concerts, acting more or less in&lt;br /&gt;
concert, may have historically unusual (“doubly-synergistic”)&lt;br /&gt;
abilities to transmute our outmoded world into a&lt;br /&gt;
“transcivilization” of peaceful prosperous societies.&lt;br /&gt;

&lt;div&gt;Frank D. Smith, MCSE was born in downtown Los Angeles in 1966, and while a product of the 60s, is a child of the 1980s. He has always been strongly influenced by science fiction, as speculation and analysis of desirable and undesirable future paths. He was attracted to both disaster movies and cyberpunk books.&lt;br /&gt;
 &lt;br /&gt;
Coming up during the final gasps of the Cold War shaped many in his generation, himself included, to become interested in all things apocalyptic. After all Road Warrior makes it all look so cool, right? Not really. Actually, a more formative book for Frank was A Canticle for Leibowitz by American writer Walter M. Miller, Jr., first published in 1960.&lt;br /&gt;
 &lt;br /&gt;
He had already become a skills and knowledge pack rat, but like the folks keeping books who were inspired by Fahrenheit 451, he became inspired to collect skills. He is a lover of all technology, and feels that the mesmerized run to the bleeding edge leaves many valuable skills and technologies in a bin called &amp;quot;obsolete&amp;quot;. Some of the most interesting innovations of our time are coming from the blend of older principles (say Electric Era old) with the latest advances in materials science.&lt;br /&gt;
 &lt;br /&gt;
He has been a digital artist and 3D modeler as well as a glass blower for 12+ yrs. He finds the blend of Art and Science to be more interesting than either alone.&lt;br /&gt;
 &lt;br /&gt;
Frank currently operates a sole proprietor technology consulting firm, Underbrain Industries Inc., specializing in computer graphics, web design and administration, and personal training in various areas of the tech arts. These activities are supported with a small webhosting company, catering to the Art and Science community. His focus is primarily in bringing a good sense of aesthetic and particularly to improve the user interface and overall user experience.&lt;br /&gt;
 &lt;br /&gt;
He has recently been expanding his operations into alternative energy and sustainable systems. His company is developing a mobile electric power station, for onsite power after disaster or to support remote research activities.&lt;br /&gt;
 &lt;br /&gt;
Due to his family upbringing, Frank got an early start in technology. He had paid and unpaid technical positions during high school, which gave him the basic soldering skills, cable construction, and troubleshooting methods that became the foundation of his further career. He was also introduced to art during the same period. The paternal side of the family is a collection of art and math nerds, going back generations. He also developed a strong interest in gaming and game design (Generation 1 AD&amp;amp;D).&lt;br /&gt;
 &lt;br /&gt;
In 1987 Frank entered the United States Navy, and was trained as a General Electronics technician. He also received further specialty training in cryptographic equipment for radio communications. Once aboard ship, he was sent for training in systems analysis, test equipment calibration at Mobile Operations Technical Unit 11 (MOTU11) in Long Beach, CA. He also participated in an extensive overhaul of the ship to which he was stationed. This involved installation of new equipment, as well as meeting certain extremely firm deadlines.&lt;br /&gt;
 &lt;br /&gt;
In 1994, he acquired a position as a research and development technician in a mission critical, live money networking industry. This industry is the gaming industry, and by this he means the gambling industry, specifically wagering machines for horse racing. He was instrumental in the test and implementation of new touchscreen operated automatic wagering terminals. This was some of the most satisfying electromechanical R&amp;amp;D he has done, and was his introduction to &amp;quot;live money&amp;quot; mission critical networking.&lt;br /&gt;
 &lt;br /&gt;
The majority of his time working for Autotote Ltd. was spent at the Los Alamitos race course, which is the hub of all off-track betting parlors and their communication to whichever track is actually hosting the racing meet.&lt;br /&gt;
 &lt;br /&gt;
Frank assisted in the setup of the Rincon River Oaks Casino in Southern California. He was responsible for the installation and configuration of over 140 video poker machines. He was tasked with hiring 10 technicians and then supervising them in this installation.&lt;br /&gt;
 &lt;br /&gt;
In 2001 he moved to Southern Illinois to further his glass blowing studies and other artistic endeavors. The experience was pivotal in his decision to return to university and a lateral skill set shift from network engineer and into systems analysis and design, computer programming, and more powerful web design and administration skills. He has operated a very limited consulting business in various aspects of the technology industry during his entire time in school. He also owns a small nerd related T-shirt/gift shop, powered by CafePress. He was fortunate to be chosen to design the official emblems for science fiction author David Brin&amp;#039;s Uplift Universe.&lt;br /&gt;
 &lt;br /&gt;
Frank met his wife and stepdaughter in Southern Illinois in 2002, and his life was complete. They bring him such joy in existence, that it has focused his desires to see our species avoid any of the more unpleasant paths he has read in story or considered in his thinking. He sees that we have an opportunity to utilize sustainable systems, based on a blend of various technologies and social solutions, to transition from an economy of scarcity to an economy of abundance. He is proud to add his efforts to the Lifeboat Foundation&amp;#039;s goal of improving humanity&amp;#039;s chances of success in these areas. And if some cataclysm did occur, the farther you fall is the farther you have to climb back up. Frank aims to shorten that climb if it comes.&lt;br /&gt;

We have been publishing high-quality soft cover books for almost 40 years. We operate out of a studio set in a garden in the small Northern California coastal town of Bolinas. We create each book from scratch, often starting with only an author&amp;#039;s idea, and do all aspects of book production in-house – editing, design, typesetting, scanning, graphics enhancement, and color corrections. Access to safe drinking water has improved steadily and substantially over the last decades in almost every part of the world. Welcome to the skills and knowledge repository of the Lifeboat Foundation. This webspace is intended to provide a place for Lifeboat members to share information about necessary technical skills and how to preserve them for humanity&amp;#039;s continued benefit. Every era and type of skill is welcome, from flint knapping stone tools to the latest innovative processes that might otherwise fade into the background noise of the Net.&lt;br /&gt;
&lt;br /&gt;
Please recognize that this project is not pessimistic or grim by nature, quite the contrary, we feel very positive about the use of this skills repository. We feel that all information stored herein is useful should it be called upon to respond to a planet wide civilization rebuild and could shorten the climb substantially. But we also feel that the skills are as useful for a local or regional rebuild, an off planet colonization, and just for the advancement of sustainable practices, which could assist in the avoidance of some of the most likely planetary threats.&lt;br /&gt;
&lt;br /&gt;
We envision this resource to provide at least two basic benefits: &lt;br /&gt;
&lt;br /&gt;
The first benefit is the collection of downloadable files, mostly in PDF format. This allows members to select and utilize the information locally without much additional software. Adobe PDF Reader is platform independent and pervasive.&lt;br /&gt;
&lt;br /&gt;
The second benefit is that choosing MediaWiki allows members to maintain local wikis and synch selectively with the main InfoPreserver. This organic redundancy of storage is in the spirit of the Project. The larger the number of wikileggers in the group, the more robust the insurance this Project provides.&lt;br /&gt;
Please restrict contributions to those resources that are in the public domain, you have the copyright to, or have embedded release of use from the copyright holder in the file.&lt;br /&gt;
